Seed and Fertilizers Division
Overview
Under the supervision of the Directorate of Agriculture Development, the Seed and Fertilizers Division provides oversight on supply chains activities for seed and fertilizers in the country. Key among the supply chain activities include planning and coordination for the production and delivery of the different categories of seed required in the country to meet farmer needs across cropping seasons (Local Seed Production Program). The planning, supply and distribution of subsidized seeds and fertilizers are equally coordinated under the Seed and Fertilizers Division. In close collaboration with RICA, the activities of seed quality testing by the national seed laboratory are carried-out under the Division. Through the seed and fertilizers division, the emerging private seed private seed industry actors are mobilised and provided with technical backstopping towards professionalisation. The Seed and Fertilizers Division performs its functions through 3 main services (programs), namely: (i) The Local Seed Development Program; the Input (Seed & Fertilizer) Subsidy Program; and (iii) the National Seed Testing Laboratory.

Mr. Daniel RWEBIGO
Division Manager for Seed and Fertilizers
Mr. Daniel RWEBIGO, the Seed and Fertilizers Division Manager (from April 2019 to present) is holder of a Bachelor’s Degree in Crops Science earned from the University of Rwanda (2003-2008). In the post-graduation period, he has pursued post-graduate courses in areas of Advanced Planting Breeding & Improvement from South China Agricultural University under the UNESCO-China co-sponsored fellowship (2009-2010). Subsequent to this, Mr. Daniel RWEBIGO went on to undertake and garnered a Master’s Degree in Agricultural Sciences from the University of Melbourne, Australia over the period 2013-2015. In terms of career and professional development, Mr. Daniel RWEBIGO has amassed vast experience ranging from technical, policy and managerial dimensions. Upon completion of under graduate studies, Mr. Daniel RWEBIGO served a research Assistant in biodiversity & conservation at Karisoke Research Centre (2009). In 2010-2011, he served as served as a Professional in charge the development of the Banana Commodity in the Country at the Rwanda Agriculture Development Authority (RAD). With the establishment of RAB in 2012, Mr. Daniel RWEBIGO served as agricultural extensionist until 2015. From 2016-2019, he was recruited and served as a Seeds Specialist at Ministry of Agriculture and Animal Resources (MINAGRI) with attributes mainly focusing on the coordination of the local seed industry and initiating policies that advance the development of the emerging local seed industry. Under this portfolio, Mr. Daniel RWEBIGO has spearheaded the development and gazettement of the present-day regulations on seed which are harmonised with regulations of the COMESA region to promote trade and exchange in seed-related matters. In the event of the decision by the Government during the 15th National Leadership Retreat of February 2018 that resolved to have by 2021, existed reliance on the persisting importation of seed for key commodities (Maize, Soybean & Wheat), Mr. Daniel RWEBIGO unreservedly via coordination and devising the required mechanisms contributed to the achievement of this commitment, in such a way that since the year 2021 the country became self-reliant in the supply of seed for the commodities. With regard to other professional engagements, Mr. Daniel RWEBIGO has served as a focal person for the harmonisation of the COMESA seed trade regulations (2016-219), he additionally served as a registrar of plant varieties 92017-2020) and significantly contributed to the development publication of the 1st National Plant Variety List (2020). Lastly but not least, Mr. Daniel RWEBIGO has severed as the national focal person (2020-2022) for the project on strengthening potato seed trade in the East-African Region, where the project among others led to the development of the 5-year regional seed potato strategy (2022-2026).
