RAB/SPIU IFAD-Funded Projects

The RAB/SPIU IFAD-Funded Projects has three ongoing projects: Rwanda Dairy Development Project (RDDP); Kayonza Irrigation and Integrated Watershed Management Project (KIIWP) - Phase I (2019-2023) & Phase II (2023-2028) and Partnership for Resilient and Inclusive Small Livestock Markets Programme (PRISM) (2021-2026)

1.Rwanda Dairy Development Project – RDDP (2016-2023)

RDDP contributes to pro-poor economic growth and improves resource-poor rural households' livelihoods. The project has increased the dairy sector’s competitiveness and profitability through the provision of quality products from small-scale producers to domestic and regional consumers, thus improving their livelihoods, food security and nutrition while building overall resilience. RDDP focuses on three areas:

• Climate-smart dairy production intensification

• Producer organizations and value chains development

• Institutional and policy development

The Rwanda Dairy Development Project (RDDP) is a six-year project implemented by the Ministry of Agriculture and Animal Resources (MINAGRI). The project is co-financed by the International Fund for Agricultural Development (IFAD) and the Government of Rwanda.

Specifically, the project seeks to increase the competitiveness and profitability of the dairy sector for the provision of quality products from small-scale producers to domestic and regional consumers, thus improving their livelihoods, food security and nutrition whilst building overall resilience. The Rwanda Dairy Development Project operated in 14 districts in the four Provinces of Rwanda: East (Nyagatare, Rwamagana, Kayonza and Gatsibo), North (Gicumbi, Burera, and Musanze), West (Nyabihu, Rubavu, Rutsiro and Ngororero) and South (Nyanza, Huye, and Ruhango).

2.PRISM (2021-2026)

PRISM (Partnership for Resilient and Inclusive Small Livestock Markets) is a partnership project which is under implementation by the Rwanda Agriculture and Animal Resources Development Board (RAB) through SPIU of IFAD Funded Projects. It is jointly funded by the Government of Rwanda, IFAD and Enabel, with Heifer International (co-financier) and VSF Belgium as key implementing partners. PRISM Project will have a total duration of 5 years. It became effective in March 2021 and it is due to its closing in September 2026.

The Project is intervening in 15 Districts, distributed across the Northern (Gakenke, Musanze, Burera, Rulindo and Gicumbi), Southern (Ruhango, Huye, Gisagara, Nyaruguru and Nyamagabe) and Western (Nyabihu, Rutsiro, Ngororero, Karongi and Nyamasheke) provinces. The selection of districts was done based on the level of incidence of poverty and food insecurity as well as the comparative advantage for the development of the targeted small livestock value chains. PRISM Project works on 4 small livestock value chains: pigs, chickens and small ruminants (sheep, goats).

3. KIIWP: Phase I (2019-2023) & Phase II (2023-2028)

The overall KIIWP’s Development Goal is to "Contribute to poverty reduction in the drought-prone Eastern Province of Rwanda”. Through KIIWP, it is expected that smallholder farmers will see an improvement in household food and nutrition security, incomes of at least 40,000 rural households on a sustainable basis and build their climate resilience” and asset ownership, particularly amongst vulnerable groups including women-headed households and youth.

KIIWP’s goal will be achieved through the development of sustainable, profitable and intensive small-scale agricultural activities supported through Public Private Producers Partnerships (4Ps) whenever opportunities exist in the selected project sites and areas.

The Project intervention area comprises nine drought-prone sectors of the twelve sectors in Kayonza District, namely Gahini, Kabare, Kabarondo, Murama, Murundi, Mwiri, Ndego, Ruramira and Rwinkwavu.

RAB/SPIU World Bank / KOICA-Funded Projects

The RAB/SPIU SPIU World Bank / KOICA-Funded Projects has three ongoing projects: Sustainable Agricultural Productivity and Market Linkage Project (SAPMP); Sustainable Agricultural Intensification and Food Security Project (SAIP); and Commercialization and De-Risking for Agricultural Transformation Project (CDAT)

The Single Project Implementation Unit (SPIU) unit is responsible to manage and oversee the implementation of all project components by providing strategic leadership to ensure the achievement of project goals and the sustainability of expected outcomes.

  1. Sustainable Agricultural Productivity and Market Linkage Project (SAPMP)

Sustainable Agricultural Productivity and Market Linkage Project (SAPMP) is a project Funded by the Republic of South Korea, through the Korean International Development Agency (KOICA) to be implemented by the Ministry of Agriculture and Animal Resources (MINAGRI), under its implanting Agency, Rwanda Agriculture and Animal Resources Development Board (RAB), specifically by Single Project Implementation Unit (SPIU) for World Bank and KOICA Funded Projects. 

The Project Development Objective (PDO) is: “To strengthen the sustainable agricultural productivity and market linkages through increased agricultural productivity of farmers and improved marketability of agricultural products within the project targeted areas of intervention”. 

  1. Sustainable Agricultural Intensification and Food Security Project (SAIP)

Sustainable Agricultural Intensification and Food Security Project (SAIP) is the Global Agriculture and Food Security Program (GAFSP) funded project through the World Bank Group– International Development Association (IDA). The Project is implemented under the Single Project Implementation Unit (SPIU) of the Rwanda Agricultural and Animal Resources Development Board (RAB). 

The project objective is to increase agricultural productivity, market access, and food security of the targeted beneficiaries in the project intervention areas.

3. Commercialization and De-Risking for Agricultural Transformation Project (CDAT)

The objectives of the project are to increase the use of irrigation and commercialization among producers and agribusiness firms in supported value chains and to increase access to agriculture finance.
