RAB Kicks Off Nationwide Stakeholder Engagement Workshops on Agricultural Input Subsidy and “Tekana’’ Insurance Scheme

December 1, 2025 – The Rwanda Agriculture and Animal Resources Development Board (RAB) has launched a two-week series of stakeholder engagement workshops across all 30 districts. The workshops aim to strengthen the link between agricultural input subsidy programs and the National Agriculture Insurance Scheme, also known as “Tekana Urishingiwe Muhinzi-Mworozi.”
The Government of Rwanda continues to prioritize the agriculture sector through input subsidy programs, which focus on distributing essential agricultural inputs—primarily fertilizers and improved seeds—to boost farmers’ productivity. To safeguard both farmers and government investments, the National Agriculture Insurance Scheme was introduced to mitigate production risks.
Although input distribution has been streamlined through a network of approximately 3,000 agro-dealer points, including individual dealers, cooperatives, and One Acre Fund/Tubura shops, the uptake of agricultural insurance remains lower than expected. The newly launched workshops aim to bridge this gap by connecting agro-dealers with insurance providers, ensuring that farmers benefiting from subsidized inputs are also enrolled in agricultural insurance.
Currently, the Smart Nkunganire System (SNS) supports over 2.5 million farmers annually, distributing more than 90,000 MT of mineral fertilizers and 6,500 MT of improved seeds—mainly maize, soybean, and wheat—at an estimated combined value of RWF 120 billion. Inputs are supplied by four multinational fertilizer companies and 17 local seed companies, while four insurance companies provide agricultural insurance services.
